open the non-Flash page in a new browser window (in Flash Get URL, set
window to "blank").

This gets complex, using javascript, possibly a cookie, to give a command
to Flash to go to a certain frame. But if what you need is just to keep the
current place in the Flash movie, the solution to your question 1) will
also solve this problem.
