The SWF itself is fine, but both Netscape and IE notice JavaScript errors
with the "CSAction" scripts in the page itself.

(The code is too verbose for me to quickly debug, sorry, but you might try
checking for when that navbar last worked as you expected, across your
range of testing browsers.)
