We had to perform a similar thing, but there are no automatic (i.e.
scripted) way to do that, to the best of my knowledge.

Place your animated character MC in another MC (say, "speaker") with 2
positions : talking or mute.
Then, on the timeline on which you've placed the sound, place tell
target commands when the voice starts or stop, adressing "speaker" and
telling it to go and stop on frame "talk" or "mute", for example.
In the movie clip "speaker" you'll have the animated speaker MC on 2
different frames : on the frame "talk" the movie clip will be declared
as a movie clip, and in "mute", the same MC will be declared as a
graphic symbol, single frame.

It worked for us (hope my explanation wasn't too confused !)
