Believe me, i realy tried it. I check all the resources i could find even the
Netscape technical notes...nothing, nothing, nothing.

A flash movie in a layer will always be on the top if using Netscape.

The only "work around" should be by creating a special effect in flash to be on
the top of another flash movie. For exemple, if you have in a flash file a
static image and another one (under it) with a text moving, the text will appear
for a short period on the top...but it is very ugly to see it.

Maybe somebody from Macromedia can tell use why this "work around" is happening
and maybe what to do to controle it...
