The mouse event you're describing is called Drag Over and is one of the
mouse events that can trigger an action that is attached to a button
instance. It must be applied to the instance, not the library symbol, so if
you want some visual effect associated with Drag Over you will have to
TellTarget a movie clip to create the effect. Or, put the button inside a
stopped movie clip and use the action On Drag Over, Play.
