I think I can answer your second question:

Put the button in a movie clip. The first click starts the movie clip and in
frame 2 you put another button assigned to do whatever the double click is
supposed to do. The last has an action to GoTo(1) and stop. Depending on how
fast the double click has to be, you put in more frames in the movie clip.
