In many cases a single highly compressed bitmap can be more efficent
than a gaggle of vector objects.

Lets say I want to use a watercolor-ish painterly background image ...

Perhaps future versions of the Flash player could improve upon the
present version's performance with bitmaps? Maybe it could support
advanced compression techniques? That would be a very very cool thing.

That's not exactly correct, John.

LiveMotion can, in fact, use third-party Photoshop plug-in filters
(although not all). Hey, I wrote the "Photoshop Plug-ins Book" back in
'97 for *everyone* that used a Photoshop plug-in capable app ... now if
I could just find time to keep up with it all ...

It's strictly an educational issue. Folks need to know and understand
how it everything works together. The more we can do to share the
knowledge, the better things will be for us all. :)
