I guess I was not specific enough in my question...
I wanted to know if photoshop style filters (not actual photoshop filters),
could be built for use inside of Flash 5. Such filters should be vector
based, like the Kais Vector Effects for Adobe Illustrator...
basically taking a plain old vector object, like a square, then you apply a
vector "shatter" filter and then the square is instantly broken into shards
of glass with different opacity..
now imagine that "shatter" filter being applied to a group of frames...
you would be able to animate glass breaking by simply clicking on a filter
inside of Flash 5.
and the object you shatter can be anything you want.....

so lets say you wanted a neat transition from 1 movie to another, you could
apply the shatter effect to the last frames of movie clip 1, and then
instead of fading from 1 movie to the next... you click on the screen and
the movie shatters into tiny bits revealing a new movieclip underneath.

The shatter filter is only 1 idea.. There are an infinite number of filters
that would make great vector effects inside of Flash.

It doesn't look like Flash 5 supports Photoshop, although LiveMotion
does. If you're after this kind of effect, you could knock out the
filtered SWF with LiveMotion, then use Load Movie in Flash to bring in
the goodies.
