Pop ups should be used sparingly. I only suggest using them if you need
things in a sized window or if they function as a menu or some other special
need. I don't think that this is really the case with your description, but
I have heard bosses say the strangest things. ;)

I'm not sure what your question is regarding the skip button, but your
preference seems to be the best / most standard approach for handling this.
