I experienced the same pixel shift problem and got around the problem by doing a copy and paste to the clipboard of my computer instead of saving and importing.

Has anyone experienced this problem;
When importing a Photoshop image into Flash 4, the image imports shifted
down and to the right by a couple of pixels which cuts off the bottom
and right side and leaves a white line on the left and top of the image.
To test this just create a black rectangle in Photoshop with a 2 pixel
white border and import it into Flash. I have tested PNG and Pict
formats and they do the same thing.

I posted this question eariler (sorry for repeating myself) but I just
want to see if any one else is having this problem before I reload a new
copy of Photoshop and Flash onto my computer.
