It's a regular topic on the lists that "mailto:" URLs are supported by
some-but-not-all browsers. You can't control whether your visitor has a
working emailer connected to their browser. That's why people usually use
serverside emailers when universality is desired.

(For an example, see FormMail at http://www.worldwidemart.com/scripting/ ,
and if you'll be sending multi-paragraph messages then you may wish to read
some of the threads already here in this mailing list.)

I don't know how you're viewing or creating your published file so can't
venture a useful guess on the second, regrets. Best advice at that level of
detail is to try changing *anything*, to see if the symptom changes. (If I
knew offhand of a plausible way to achieve "publish to black" then I'd
suggest that that's what you might be doing, but I haven't been to that
place yet myself, sorry.)
