Probably because of Streamline's batch processing capability, which
could be useful to convert several selected frames from video clips for
use in Flash. But I have seen posts that say Flash's Trace Bitmap gives
a better final vector product (especially if you experiment first to
find the optimal settings for your needs, as jd points out) than
Streamline. If you also need batch processing, I pulled this post from
my archive database (haven't tried the product, but looks interesting):

Aside from Streamline, if you absolutely HAD to do it in flash, I'd make
myself a macro using Macro Express, a nifty little shareware that I find
to be an indispensible companion to Flash to make up for the lack of
many desired keyboard shortcuts.

it's $35 US to register, about 2.5 megs. it's awesome because it works
for ANY windoze apps (95/98/NT). I use it a TON in Flash to speed up
my work.
