Subject: UKNM: paying up front

okay - slight problem here regarding taking payment up front on a website.

i'm getting mixed signals - there are sites that take payment up front before they have checked if product is in stock..... is this not illegal (or at least unethical) as defined by credit card companies and their regulations?

is the public aware of this? what are the loopholes? are there ways round this? what do site monitors such as "Which" have to say about this?
