Agreed - cost of ownership is probably the number one reason why the
technology has not been taken up by a wider audience, closely followed
by technical complexity and fears about porn/security/privacy.

I would strongly dispute the 475,000 figure though. If I were to sign
up with Freeserve and discover a week later that it wasn't for me,
then there is no incentive there as such to 'unsubscribe' (if this is
possible). Freeserve could happily carry on accumulating users ad
infinitum until it becomes the world's largest consumer ISP!

Free ISPs need a new approach to auditing user base - my suggestion
would be unique users using the service over a 4-8 week period. This
would give a much better idea of how many people are physically using
the service.

But then, would the paid for ISPs subject themselves to similar
scrutiny?
