As I see this, it really depends upon how detailed, but I'd gather you could do

the entire thing with...hmmm...probably only a few MC (movie clips) in F3.

However, you could rationalize that it may be beneficial to purchase F4 upgrade

(I got mine for $110) and use on the project.  Just be careful when you PUBLISH!
