We at Wildform Technologies (http://www.wildform.com) have recently released
a standalone SWF text animation application, SWfX (http://www.wildswfx.com).
The user interface is constructed entirely in Flash (even the help file).

You can see a demo of the software online at the SWfX site. There is no
downloadable demo, but the app is only $19.99.

So, creating a standalone app in Flash is definitely possible. I will say
that it isn't as easy to do as it should be. And you should really consider
whether it is essential to your goals.
