Charles,
This is very time consuming, but produces a cool effect (as you've noticed).
First you have to get a bitmap series from Premiere. Either export movie a
still series, or frame capture every other frame (or every frame if the rate
is low enough)
Then you trace the every bitmap to convert to a vector. They probably have
about 15-20 for each clip.
Flash will trace, but I have better success with Adobe Streamline. Be sure
to use a high color tolerance (that site is just black and white) and also
try to keep points (bezier) down to a minimum. Keep the file names the same
(you want #'s like image1.ai. image2.ai, etc) then, when you import into
Flash, it will recognize them as a sequence and put them into separate
keyframes all in a row.
