Jason,
Flash doesn't support video. If it did the plugin would get too bloated.
You can simulate video with a keyframe-based series of bitmaps (use
Flash or QuickTime or whatever to export a series of stills and then
import them into Flash).
Otherwise you could "surround" actual video with Flash using frames or
tables.
