Thanks for the encouragement Marc and for the good advice John, also.
However, this is truly a day of idiocy or perhaps discovery (gee, never
realized that!). Last problem is solved and I think this is a flash
behavior, not a corrupted file or anything. Might be interesting or useful
to someone, particularly if it ever bites you.

Current system menu had plain blue text prompts and I decided they could do
with a bit of action so I added the previously mentioned motion-masked
effect to the text. Text and buttons come up through an alpha fade-in over a
few frames and nothing gets enabled until the fade is over. So I just did a
simple paste of movie clip text into the first and last keyframes of the
static text. Then I hooked the over and out states of the buttons to the
instance name of the new movie clips in the keyframe at the end of the
fade-in. **But I didn't give an instance name to the same clips on the other
side of the fade!**

After all, nothing was happening there. Didn't think I needed to. Didn't
think about it at all. Situation has never arisen before, but makes sense
now. I can be really dumb sometimes! Confusion arose because the instance
name is visible in the available targets. Tipoff was the only thing
different about the pasted version in the test movie was no fade-in.

Initially mentioned bug remains, however, including within simple test
files.
