Have you tried to include the font outlines of your Bulgarian font? Set
"Outlines" in the properties window to "Include all font outlines" (which
will result in a kinda large swf file) or "Include only specified font
outlines" (and of course select all characters you need).
I don't have any cyillic fonts installed on this machine, but I know that
the same problem occurs with symbol fonts like Wingdings or Webdings.
