In Flash 4 you can set a JPEG to use its original compression... see
"Bitmap Properties" in Library. (In Flash 3 and previous bitmaps were
always recompressed.)

Remember, though, that if the SWF is sized to the browser, then the photo
will have to resize in realtime. Large pixel-based artwork is possible, but
requires careful handling.
