You could do it in Flash if you want. If you are running at 12 frames
per second add 12 frames for each second of delay you need. you can
place these on the main timeline or in a blank frame 1 put a stop action
and a movie clip with the empty frames with a Tell Target back to the
maintime line.

In JavaScript you could use the setTimeout and document.write all the
Flash and put in a function that is called with a setTimeout function.
