Yes.

Insert a layer at the destination.

Highlight all the frames of the layer you want to copy.

>From the Edit menu, choose "Copy Frames" (not regular copy -- note,
immediately
below it is "Paste Frames").

Click on the first frame of the timeline in the destination layer.

>From the Edit menu, choose "Paste Frames"

Note that if the destination timeline is longer than the source timeline, an
additional blank keyframe may be added at the end of the pasted set of frames.
Delete it, if necessary.

Note also that this will add any symbols (Graphics, Buttons, Movie Clips and
symbol elements thereof) to the library of the destination movie, if different
from the source movie. However, any same-named symbols that already exist in
the destination movie will take the place of those coming from the source
movie--they will not be overwritten.
