Searching the Flash technotes with keyword "alt" pulls up:
"Can I substitute ALT content for a SWF file?"

This deals mainly with the literal ALT tag and accessibility issues though.
For straight media-replacement, doublecheck Chapter 13 of the Flash 4 docs,
and please be advised that browsers do differ in what they'll reveal to
JavaScript of their abilities.

Tip: Considering the prevalence of the Macromedia Flash 4 Player, you may
just wish to show the content, and offer a little "can't hear the
animation?" link.
