It's in beta right now, and so wasn't frozen into the Flash 4 package.
There's public documentation available for developers at this point:
http://www.shockwave.com/devroom/

There are three components: the Shockwave Remote (free rewind/email/search
mini-console); ShockMachine ($20 application for playing saved content);
and shockwave.com (second-generation ShockRave). They should be going live
sometime this summer.
