What exactly is the project? If you just need a cross-platform cd that has
menus, yeah use Flash. You already have it, you know how to use it, and
you're just talking about one project. You're on a mac, and using toast yes?
You can burn the flash projector for both windows and macs easily with
toast. There are a couple of pieces that are a little tricky - autostart,
loading another swf (though I think it's fine as long as you've got them all
in the same folder using relative paths) and whether or not it'll open a
browser/email program (depends on how the computer is set up) but for
anything "powerpointish" and without the restrictions of video, need for
coding, lots of power type stuff... seems like flash would be fine. (what do
you want the html for?)
