I actually found this problem to happen when:

I set a key frame
I set a key frame x amount of frames away
I move the first key frame to a different location (object, that is, for
motion)
I change the Alpha of the first to 0%
I select Tween
I select Motion
I slide the in/out slider all the way to OUT.

The problem resolves itself when I bump the out slider a little bit to the
left of all the way to the end.

It's odd, but it's happening repeatedly to me.

Glad I finally got JC's attention! :)

I haven't had this problem and I have done this hundreds of times.
Are you on Windows or Mac? If you could provide a step-by step
procedure, I (and I'm sure others) will try to duplicate it.
The only time I've seen something like this is when someone had another
object in the tween layer other than the beginning or ending symbol. Or
the ending symbol is not created from the exact same symbol as the
beginning.
