Subject: FLASH: preloader question

I have a question about a preloading movie -
If my interactive web page is primarily made of different movie clips
and tell targets, so much so that the actual stage only has 2 frames on
it, is there a way for a preloader movie to go until the entire site is
loaded? I mean, the way I had done it for animations before was the
regular If frame is Loaded thing. But with this, I only can set it for
If frame is Loaded (frame 2) and that doesn't really do me any good.
Do you know what I mean?
If anyone has an answer to my question, please tell me.
