Just make a frame on the end of your level 0 movie named something like
INACTIVE. Then have the upper movies tell target to _level0 and goto
INACTIVE. The inactive frame will have all of the buttons in it, but their
behavior will be set to graphic.

Subject: FLASH: How do you deactivate lower level movies?
I am trying to build a site with a whole range of swf's that drop into
different levels. The main navigation structure of the site is in level 0
and this is supposed to reside in the background all the time.
Each movie is the same size and occupies the same space.
The problem I am having is that when a movie in a higher level is active,
the buttons on the invisible level 0 are also still active and respond to
mouseovers, clicks and so on.
How do you deactivate them?
I am using Flash 3
