Set top boxes come in two flavours:

MPEG based - where the technology is based on an MPEG video layer with a
graphics layer overlaid

and

Web browser based - where it's just like a regular web browser except that
the
ones I've seen have old technology (HTML, JavaScript like version 3
browsers, an
early version of Java, and no plugins like Flash)

The only real restriction is that it needs to work with this older web
technology
and you need to design for TV's resolution (PAL is 768x576) you need to
check
with the set top box maker as to the exact specifications and what
technology it
supports.
