I think that there are a number of reasons behind this.

Firstly, the reluctance a couple of years ago of senior management in the UK
to embrace electronic commerce fast enough. Senior managers were not part of a
generation that was familiar with computers and the Net was seen as "techie
only". Even now, many retailer web sites are still being built as defensive
plays rather than greenfield opportunities.

Secondly, though this is changing, it was difficult for e-commerce start ups
to get access to the sort of capital that could both rapidly grow the
e-commerce businesses in terms of both reach (such as the marketing deals
Amazon did) and technological base.
