Or tax people in the country / countries in which they reside based on their

income / ability to pay and attract people to that place by offering good

services / infrastructure and making it a 'nice place to live'


I agree 'consumption' taxes are probably evil as a general principle as they

unfairly burden the less well off and they are becoming less easy to

collect.

They may have  a place in controlling inflation and used that way are fairer

than raising intertest rates which is basically taxing you on past

borrowings

you made at a time when it may have been reasonable to do so.


Unfortunately taxing capital flow would impinge on investment in developing

countries.
