Sounds like a good case for Income Tax via PAYE to me. Trouble is we're all
such selfish bastards who think we'll live for ever, never get ill and don't
appreciate education (according to recent discussions on universities and
the
crap wages we pay teachers) that we always vote for tax cuts. (well,
promised
tax cuts we know deep down won't be kept but encourage us to think badly of
an honest, transparent - and moral - tax).
