I do, from time to time, put together plans for companies at pre-funding
stage and am happy to do so, as long as the company is up-front about it,
and does not waste my time. It goes without saying that if the funding is
cleared then I expect to win the business previously discussed.

My only objection is when people think I am too stupid to realise they are
not (yet) a going concern and expect me to run about presenting them with
grand proposals that they can cobble together into a business plan.

In a couple of cases we have agreed a nominal consultancy fee for help with
business plans. It does not pay for the time and effort but at least shows
good faith.
