FLASH: Publish 3 and 4

Not to jump on the bandwagon with Russ here but what I think Russ has been saying is why didn't you guys code it to go to the template with 3 if the developer chose 3 and 4 if they chose 4? Doesn't seem like that would be such a stretch for  aprogrammer and it is probably what 9% of people would assume is going to happen if they save in 3 format.
