It generally does work. You may be able to find a particular case where the
browser acts differently... connecting via SSL encryption to LoadVariables
via a redirected domain into a dynamically loaded level or something like
that, for instance.
Just on a hunch, you might be trying to use a "javascript:" protocol
pseudo-URL there. Not all browsers support this from objects... some do,
some don't. Some of the browsers offer documented and supported methods for
script/object intercommunication, and these are available to the Macromedia
Flash Player through the FSCommand mechanism.

IE5/Mac was the first to offer a valid navigator.plugins array, and so will
reveal its installed Netscape Plugins to JScript. (It still doesn't offer
JavaScript/plugin *communication*, though... you can tell whether the Flash
Player is there, but you can't tell it what to do, can't catch events from
it.)
