Hi Dennis,
Your animated sequence should be a Movie clip. Then create a blank
button symbol and drag the animation from the library onto the stage in
the appropriate frame for when you want the animation to occur.

For example: If the Up state should be still (not animated) put a
version of you animation on the stage and set the instance properties to
graphic, play one frame and frame 1. Then put a keyframe in the button
Over state frame and change the new instance of your animation to Movie
clip. Now when you see the button it will be static but when someone
mouses over the button the animation will play.
