Limiting the number of colors, as such, does not really help to keep
the file size down. Optimizing your art, particularly art imported from
Illustrator or Freehand or, and this really adds to file size, bitmap
images. Also attention to using layers (layers cost nothing in bytes) to
be sure that no symbol or artwork is placed and then replaced on the
stage when adding new keyframes to existing layers.
Also, don't have more detail than is needed. Use the most sound
compression you can stand. Make symbols of all art that is placed on a
timeline more than once. There are more factors but that is good for a
start.
