Not necessarily. Bitmaps can be okay in Flash, especially if they are not
animating. Why don't you try putting it in a lower layer in your Flash
movie and see how it looks and what it does to file size? If the source
file is a jpeg, in Flash4 you can opt to retain the jpeg compression rather
than uncompress and recompress it (which lowers quality). In Flash3 you
really should try to import as non-lossy format such as gif, bmp, pict, or png.
