I actually end up using both illustrator and photoshop. And the tools within
flash itself. You might start by using the flash tools (it works great with
a tablet, other than a few driver glitches sometimes). If I'm asking someone
to provide illustrations that I know I'll be bringing into Flash - I ask for
illustrator - much nicer than having to trace bitmap. Probably Freehand
works better with Flash (more compatable) but what we have is Illustrator
and that seems to be what most of our clients etc. have as well (if they're
providing artwork). Unfortunately some things are just raster format, no
matter how much I'd rather have vectors, or sometimes someone wants an
effect that's very difficult to do in Illustrator (tho normally not
animated) - and then on to Photoshop.
