Actions should be applied to Button Instances not in the Button Frames.
With Control > Enable Buttons unchecked.
Double click on the button which brings up the Instance Properties Box.
Select Actions then the + (plus sign) on the left.
Select Get URL.
Add the URL and the HTML FRame Target.
Go to On(Release) if you want to select a different type of Mouse Event
to trigger your button.
