The If Frame is Loaded action has two main uses:
1) Prevent replay of material on repeat visits when the file is already
loaded.
2) For pre-load delay. A loop (with or without pre-loading content) must
be created. The If Frame is Loaded test is used to break trhe loop when
the targeted point is loaded. If Frame uis Loaded used to be called
Wait-for-Frame in Flash 2.
