The other thing you can do is insure the promotion. There are
insurance and fulfilment houses specialising in this, who can fix the
price for you regardless of the response. You pay them, say, 450
grand and they will fulfil 1 response or 10 million, whichever it
turns out to be.

Of course they may want you to put in place some of the kind of
conditions that Sally describes, as part of the deal. But they should
be able to give you some protection even without requiring these
constraints.
